Who's in charge of this?! The DoD lacks internal communication so taxpayers get screwed by actions like this! This is the epitome of FAIL:

This happens. Like with Directed Energy, specifically High Energy Weapons cannot and will not be exported. So, we pay Grumman, Lockheed and Boeing millions to sit on inventions, keeping them off the market. Done all the time. Same thing with US Silicon...MTF or even Lab21, many of our Universities. The USG has provisos, to, that if you made something on US dime, or you were read on to something tangential, you can't share it, no matter how useless. Plus if you invented something based on "being read on" for that reason you cannot go outside the gov't and can preclude you from doing business abroad or with the public. Part of the risks you take bidding for USG jobs.

Example. The gov't employed an inventor named Wolf, great programmer, created some pretty sweet computer interfaces for an intel agency put both software and programming in our business way ahead of the curve. Interactive, looked great, tasted great, and quite unique. Well the gov't was plodding along at glacier speed, testing, evaluating, &c. Stuff worked better than imagined. Kind of like what we have ARC GIS, yet better, certainly for 1990-1992 time frame. Make the COP look like child's play.

Wolf decided to build something similar for NATO countries, especially Germany, and getting boucou cash for something he's already developed and honed on the US dime. Well, he was brought up on espionage charges. Lost everything. Didn't get jail time, but black balled. He went back to teaching in Pennsylvania.

It took the government another 10 years to get something like it called ARC View by ESRI. We could have revolutionized intelligence production years earlier, but for something stupid.

Apparently when you give somebody a million dollars and keys to the kingdom, it's not quite enough.

What is this guy really doing differently than what Raytheon created in the late 1970s with catamarans? Stealth for oceangoing vessels has been ongoing for decades, so, really, what is this guy doing different?

Same thing went for GPS technology and microchips. Of course, we can say the WJC broke the glass allowing Ratheon/Loral to launch satellites from China that just so happened to not launch; hence, China got GPS technology all of a sudden.
