I can say that the national Insider Threat Task Force isn't working. What ever excuse our national leadership is going on, nothing is working so far. Somebody needs to demonstrate that if you leak info, regardless of rationale, you get punished. I think treason should be a word used to describe either inadvertent or intentional leaks or disclosures. We have troops and intelligence agents in the field where consequences must be realized when a do-gooder decides to carry the burden of our national security on their shoulders. We as citizens must have a say in their punishment because it's not their individual decision and it's not for altruism either.

You also get the likes of William Binney who is a self-described whistle blower. He's a feckless slacker who left the intelligence community because he was sore, mediocre, and unproductive. Hence his private business efforts are unproductive.

In psychology, any stimulus that reduces the strength of a behavior in some measurable way is a punishment for that behavior. Punishment is something that happens to behavior rather than something that is done to a person.

Our leadership is allowing dishonest and immoral conduct to perpetuate — at both the individual and societal levels. Their lack of response only strengthens, and increases the probability of more leaks and compromises.
